Measurement
State of Play
Revised Nov 1, 2026The moment. The count changed what it counts. Comscore’s new Score Report ranks TV and streaming by share of ad-exposure time rather than viewing, and its first reading puts broadcast at 43.2%, cable at 34.5% and streaming at 22.3%. VideoWeek has NBCUniversal and Versant leading the August table at 17.5%, with a merged Paramount-WBD set to top it at 23.9%. iSpot’s Q3 report has streaming splitting ad revenue evenly with linear even though linear still delivers the vast majority of impressions, which is the same gap seen from the money side. Political money is the other pressure on the count: forecasters now project $12 billion for the 2025–26 midterm cycle, with local broadcast holding 50% of the $11.038 billion spent cycle-to-date against CTV’s 21%, and eMarketer has that spending crowding holiday marketers out of TV and CTV inventory.
The tension. Buyers want more precision from a surface that shows them less. Nielsen found 55% of marketers trust AI-generated recommendations only when a human verifies them, and says the share prioritizing measurement precision has doubled year over year. AdExchanger’s guest column argues B2B buying has moved into AI assistants, private messages and dark social that ad tech cannot observe. Extreme Reach’s John Batter says the industry still has no creative ID to tie ad variants to masters or production cost to outcome, and AI is multiplying the variants. The platforms are supplying the proof themselves: OpenAI’s Ads Manager now imports 30 days of aggregate Google Analytics 4 data so advertisers can run attribution comparisons inside it, and a six-month WPP Media study with Amazon Ads is the evidence offered that streaming moves sales. TVREV’s Sofie Sue Rutgeerts argues attention is a middle step, not the outcome. The sell side keeps answering the measurement question with its own numbers.
Who’s moving. Comscore, counting ad exposure instead of viewing. Comscore again, reporting Q3 results on November 3. iSpot and TVREV’s Jason Damata, on revenue parity at a fraction of the impressions. Extreme Reach’s John Batter, on the missing creative ID. OpenAI, wiring GA4 into its own ads manager. MediaPost’s Joe Mandese, on $12 billion and CTV’s 21%. eMarketer’s Marisa Jones, on political crowding out the holidays. Truthset and Aristotle, verifying identity on political CTV buys. Databricks, pitching prediction over impressions. Nielsen, with streaming at 58% of minutes for the top animated series. eMarketer’s Asa Hiken, on CTV conversion rates rising. Nielsen again, confirming a WNBA Finals Game 1 record of 1.76 million viewers.
What the desk is watching. Whether buyers start pricing on Comscore’s exposure share rather than viewing share, and whether the November 3 call puts revenue behind the new report.
Nielsen overhauls TV currency to fix Hispanic, co-viewing and lag issues
AdExchanger’s Alyssa Boyle reports that Nielsen is upgrading its Big Data + Panel currency before fall programming launches, adding Spanish-language household data, wearable-based co-viewing measurement, and faster ARF DASH survey data to fix a lag that had skewed streaming vs. linear numbers.
Truthset’s McKinley: data decay, not algorithms, will decide AI’s winners
The Measure reports that Truthset CEO Scott McKinley says audience data can drop from 90% to 25% accurate across supply-chain hops, and now sells prepackaged “Data Rated Audiences” activatable on The Trade Desk, Magnite, Roku, Disney and others.
Cumulus asks appeals court to force Nielsen’s hand before ratings cutoff
Inside Radio reports that Cumulus filed an emergency motion asking the Second Circuit to confirm its injunction against Nielsen is enforceable now, not after Nielsen’s rehearing bid concludes. Westwood One’s Nationwide ratings access expires in September.
Public radio’s audience gains split sharply by format, RRC finds
Radio Research Consortium analysis shows News/Talk, Contemporary Christian and Classical gaining in PPM markets even after adjusting for Nielsen’s three-minute qualifier change. In diary markets, Contemporary Christian and AAA are the strongest growth stories while News/Talk stays flat.
OOH revenue hits record $56B but its share of ad spend keeps shrinking
eMarketer reports that global OOH ad revenue will reach $56 billion in 2026, up 56% from 2019, but its share of total media spending remains at 5.1%, below its 2019 peak of 5.8%, per the World Out of Home Organization.
Nielsen: Fox and NBCUniversal set to score big with 2026 World Cup
TV Tech’s George Winslow reports that Nielsen projects Fox and NBCUniversal will see strong audience gains from FIFA World Cup 2026, which spans the U.S., Mexico and Canada. The tournament’s expanded format and North American footprint set up a major measurement moment for both broadcasters.
Nielsen’s new NFL Fandom Index crowns Buffalo top fan market
Sports Business Journal reports that Nielsen launched an NFL Fandom Index scoring engagement across TV, attendance, merch, radio and social media in all 30 markets.
WNBA ad impressions surge, but no brand dominates the airtime
The Measure’s John Cassillo reports that iSpot data shows Amex, Allstate and McDonald’s already topped last season’s full-year TV impressions in the WNBA’s 2026 season. Yet the top ad by share of voice holds just 1.13%, with the top 10 under 8% combined.
Open-source marketing mix modeling tools gain traction, with a new acronym in tow
AdExchanger’s Allison Schiff reports that Open-source marketing mix modeling tools are proliferating as marketers look for cheaper, more transparent alternatives to vendor black boxes. AdExchanger notes the trend now comes with its own new acronym to track alongside legacy MMM.
CTV impression caps push buyers toward incremental reach
eMarketer’s Marisa Jones reports that CTV inventory is hitting a ceiling on impressions, so advertisers can’t just buy more of the same audience. The real gains now come from finding incremental reach beyond what linear and existing CTV buys already deliver.
iSpot data: Disney World ads win on variety, lose on price with non-parents
iSpot’s SAGE tool finds Disney World’s top-scoring 2026 spots lean into “variety of experiences” and travel desire, driving Likeability above 800. But pricing concerns tank scores among non-parents far more than parents, exposing a segmentation gap in the creative.
Judge punts on Nielsen pricing fight pending Second Circuit clarity
Inside Radio reports that a federal judge won’t rule on whether Nielsen’s Nationwide pricing offer satisfies her injunction until the Second Circuit clarifies its status. Cumulus’s push for a binding, industry-standard standalone ratings price stays stuck in limbo.
Programmatic, addressable TV gain share of a shrinking linear pie
EMarketer projects programmatic and addressable TV will keep taking share of linear ad spend even as the overall linear pool keeps shrinking. Efficiency gains can’t offset a structurally declining base, so growth is relative, not absolute.
Nielsen CEO defends DV deal: independence means staying out of inventory
Nielsen’s Karthik Rao argues owning DoubleVerify doesn’t compromise independence since Nielsen holds no media inventory stake. The real plan: fuse audience data, verification and planning into one workflow, easing reconciliation but raising fresh questions about neutrality.
DirecTV exec: deterministic data beats probabilistic, and context is next
DirecTV’s Dan Rosenfeld argues billing-verified deterministic data consistently outperforms probabilistic targeting, and predicts AI will revive contextual advertising by surfacing content-audience patterns humans miss.
iSpot data: Modelo’s ads win on family storytelling, not just hooks
iSpot’s SAGE AI finds Modelo’s top 2026 ads pair cultural authenticity with emotional storytelling, scoring far higher with Hispanic viewers (701 vs. 630 likeability). For advertisers, it’s a data point for cultural specificity over broad entertainment value.
DoubleVerify expands to TikTok’s Pangle ad network in 48 markets
The Measure’s Jon Lafayette reports that DoubleVerify will bring brand suitability, viewability and centralized reporting to TikTok’s Pangle ad network across 48 markets. It’s another sign measurement vendors are racing to cover mobile app inventory as ad dollars follow viewers off the open web.
Chartbeat data: dark social and internal links, not Google, now drive homepages
The Measure’s John Cassillo reports that Chartbeat finds internal traffic and dark social climbing while Google Search and Discover referrals keep shrinking. Publishers betting on search-driven homepage traffic need a new plan as owned channels and untrackable shares take over.
Nielsen brings streaming ad measurement to Brazil via Digital Ad Intel
Nielsen launches streaming ad monitoring in Brazil, pairing a 300,000-member panel with 24/7 CTV data capture. Internet ad spend now rivals TV there, and Nielsen is first to measure streaming ads directly in the market.
TikTok ads pay off late — and measurement windows keep missing it
EMARKETER’s FAQ shows TikTok’s ad lift often peaks after campaigns end, per Haus incrementality tests, while most CPG marketers still measure with short windows. Brands that fix measurement can capture attention rivals are ceding to Meta amid post-divestiture caution.
Comscore cuts deep: $20-25M in savings, restructuring under new CEO
Comscore’s new CEO announced a restructuring plan targeting $20-25M in annual cost savings via layoffs, offshoring and pricing overhauls. It signals a measurement vendor under real financial strain, betting cost discipline can fund a pivot to AI and creator measurement.
iSpot rolls out framework to separate ‘true measurement’ from search signals
iSpot released a guide defining four “non-negotiable” pillars for outcome measurement: creative performance, unified identity, verified methodology, and scale. It’s a bid to standardize how TV/streaming exposure gets tied to business results as marketers push back on noisy proxy metrics.
DoubleVerify to vet brand safety on TikTok’s Pangle ad network

New ad testing shows humor drove the strongest emotional response among World Cup advertisers, with Lay’s “Bandwagon” starring Will Ferrell leading likeability scores. Celebrity soccer talent reinforced but didn’t replace comedy as the key driver of viewer engagement.
