Measurement
State of Play
Revised Sep 18, 2026The moment. Nielsen moved Streaming Content Ratings from weekly to daily delivery, cutting delivery time by up to 80% and giving clients data each business day for viewing two days prior, with the Streaming Top 10 moving up by two weeks. A Spectrum Reach and EMARKETER study of 239 CTV ad buyers found MVPD campaigns held 61% sustained accurate reach over 90 days against 24% for programmatic CTV. FreeWheel folded Mediaprobe, Adelaide and Magid data into its Premium Signal Packaging so buyers can select CTV inventory by attention and emotional resonance, alongside a FreeWheel-Mediaprobe finding that six-minute hourly ad loads drove 89% higher recall than twelve-minute loads. Horizon Media began piping Roku device-level viewership into its Blu platform in place of panel estimates.
The tension. Every one of those is a speed or a granularity improvement, and none of them is an independent check. Nielsen cut its delivery time in the same week it appealed a judge’s order to make Cumulus a standalone ratings offer on court-set terms — faster data from the same vendor, still sold on the vendor’s terms. Meanwhile the surface taking the money fastest has no standard at all: Digiday found marketers now fighting over whether AI chatbots mention them at all rather than how they rank, with citation patterns varying wildly by platform. WARC’s Future of Measurement 2026 calls this a two-speed landscape, which is the polite name for it.
Who’s moving. Nielsen, on daily streaming delivery, Marketing Cloud data enrichment, and an appeal against the Cumulus order. Spectrum Reach and EMARKETER, putting a number on the gap between MVPD and programmatic reach. FreeWheel, buying attention and emotion signals from three vendors at once. Horizon Media and Roku, on device-level data, with A+E Global Media already on Blu. X and Samba, launching outcomes measurement for entertainment marketers with a reported 55% lift across six streaming initiatives. IAS and Neuro-Insight, measuring 137 viewers’ brain activity to land on a CTV frequency cap of three. The ANA, finding disciplined quality governance converted 56.7% of Q4 programmatic spend into benchmark-qualified impressions against 37.5% for weaker performers. Billo, whose read of 88,329 Meta video ads put the highest-click categories at the worst returns.
What the desk is watching. Whether daily streaming ratings change a single buying decision that weekly ratings did not, and whether anyone ships an AI-visibility standard before the budgets finish moving on the guesses.
CTV impression caps push buyers toward incremental reach
CTV inventory is hitting a ceiling on impressions, so advertisers can’t just buy more of the same audience. The real gains now come from finding incremental reach beyond what linear and existing CTV buys already deliver.
iSpot data: Disney World ads win on variety, lose on price with non-parents
iSpot’s SAGE tool finds Disney World’s top-scoring 2026 spots lean into “variety of experiences” and travel desire, driving Likeability above 800. But pricing concerns tank scores among non-parents far more than parents, exposing a segmentation gap in the creative.
Judge punts on Nielsen pricing fight pending Second Circuit clarity
A federal judge won’t rule on whether Nielsen’s Nationwide pricing offer satisfies her injunction until the Second Circuit clarifies its status. Cumulus’s push for a binding, industry-standard standalone ratings price stays stuck in limbo.
Programmatic, addressable TV gain share of a shrinking linear pie
EMarketer projects programmatic and addressable TV will keep taking share of linear ad spend even as the overall linear pool keeps shrinking. Efficiency gains can’t offset a structurally declining base, so growth is relative, not absolute.
Nielsen CEO defends DV deal: independence means staying out of inventory
Nielsen’s Karthik Rao argues owning DoubleVerify doesn’t compromise independence since Nielsen holds no media inventory stake. The real plan: fuse audience data, verification and planning into one workflow, easing reconciliation but raising fresh questions about neutrality.
DirecTV exec: deterministic data beats probabilistic, and context is next
DirecTV’s Dan Rosenfeld argues billing-verified deterministic data consistently outperforms probabilistic targeting, and predicts AI will revive contextual advertising by surfacing content-audience patterns humans miss.
iSpot data: Modelo’s ads win on family storytelling, not just hooks
iSpot’s SAGE AI finds Modelo’s top 2026 ads pair cultural authenticity with emotional storytelling, scoring far higher with Hispanic viewers (701 vs. 630 likeability). For advertisers, it’s a data point for cultural specificity over broad entertainment value.
DoubleVerify expands to TikTok’s Pangle ad network in 48 markets
DoubleVerify will bring brand suitability, viewability and centralized reporting to TikTok’s Pangle ad network across 48 markets. It’s another sign measurement vendors are racing to cover mobile app inventory as ad dollars follow viewers off the open web.
Chartbeat data: dark social and internal links, not Google, now drive homepages
Chartbeat finds internal traffic and dark social climbing while Google Search and Discover referrals keep shrinking. Publishers betting on search-driven homepage traffic need a new plan as owned channels and untrackable shares take over.
Nielsen brings streaming ad measurement to Brazil via Digital Ad Intel
Nielsen launches streaming ad monitoring in Brazil, pairing a 300,000-member panel with 24/7 CTV data capture. Internet ad spend now rivals TV there, and Nielsen is first to measure streaming ads directly in the market.
TikTok ads pay off late — and measurement windows keep missing it
EMARKETER’s FAQ shows TikTok’s ad lift often peaks after campaigns end, per Haus incrementality tests, while most CPG marketers still measure with short windows. Brands that fix measurement can capture attention rivals are ceding to Meta amid post-divestiture caution.
Comscore cuts deep: $20-25M in savings, restructuring under new CEO
Comscore’s new CEO announced a restructuring plan targeting $20-25M in annual cost savings via layoffs, offshoring and pricing overhauls. It signals a measurement vendor under real financial strain, betting cost discipline can fund a pivot to AI and creator measurement.
iSpot rolls out framework to separate ‘true measurement’ from search signals
iSpot released a guide defining four “non-negotiable” pillars for outcome measurement: creative performance, unified identity, verified methodology, and scale. It’s a bid to standardize how TV/streaming exposure gets tied to business results as marketers push back on noisy proxy metrics.
DoubleVerify to vet brand safety on TikTok’s Pangle ad network
DoubleVerify will assess brand safety and media quality on TikTok’s Pangle ad network across 48 markets, including the US. The deal extends independent verification to a major app-install and mobile ad channel that advertisers have long pushed to scrutinize.
2Q26 earnings show ad growth splitting sharply by category
A wave of 2Q26 earnings shows live sports, streaming, in-app, and out-of-home ads thriving while linear TV, publishing, and open web lag. Growth is strong overall but uneven, rewarding product focus and go-to-market choices over sector membership.
World Cup ad winners mixed comedy with soccer star power
New ad testing shows humor drove the strongest emotional response among World Cup advertisers, with Lay’s “Bandwagon” starring Will Ferrell leading likeability scores. Celebrity soccer talent reinforced but didn’t replace comedy as the key driver of viewer engagement.
iSpot data: Burger King’s food-first, nostalgia ads are its best performers in 2026
iSpot’s SAGE tool finds BK’s 2026 creative outperforms its all-time average, driven by appetite-appeal shots and a “You Rule” customer-crowning narrative. Nostalgia-heavy spots like “What Is It?”
Liquid Death’s media chief on proving ads move cans off shelves
Liquid Death’s Benoit Vatere talks measurement strategy for tying media spend to actual retail sales lift. It’s a rare CPG-side view on solving marketing attribution’s hardest, most persistent problem: sales causation, not just correlation.
Fox extends iSpot deal, expands outcome measurement across screens
Fox is renewing and deepening its iSpot partnership, feeding outcomes data into its AdStudio platform for linear and streaming. It’s a signal that TV sellers see attribution and business-outcome proof, not just reach, as the currency advertisers now demand.
Op-ed: Africa’s TV measurement gap is costing broadcasters real ad revenue
A BMA opinion piece argues Africa’s thin measurement panels leave most viewers uncounted, undervaluing airtime and starving carriage talks of data. It calls for shared standards and a pan-African joint-industry measurement body, aided by AI and return-path data.
Nielsen buys DoubleVerify, per DRNO report
DRNO reports Nielsen has acquired ad-verification firm DoubleVerify, though the source page provides no deal terms or details. If confirmed, it would pair Nielsen’s measurement business with DoubleVerify’s brand-safety and viewability tools.
Nielsen-DoubleVerify deal signals verification is now commoditized
Nielsen bought DoubleVerify at 2.6x forward revenue — a discount valuation echoing IAS’s take-private. Analysis argues third-party verification is being squeezed by walled gardens, pushing Nielsen to bundle measurement, verification and outcomes to fend off holdco identity plays.
Book review: ad measurement got more precise, less true
A review of Tim Hwang’s Subprime Attention Crisis argues opacity moved from ad networks to exchanges, and CTV inherited linear TV’s flaws while claiming granularity. The kicker: the most rigorously measured formats have the worst returns, and vice versa.
Spider-Man’s marketing ditched TV, leaned on creators and social video
Brand New Day generated 11B+ social video views since July 1, with 78% of YouTube views from individual creators, per Tubular Labs. Brands like BMW and Bero skipped TV entirely, betting campaign budgets on creator-driven social instead.
Fox and iSpot expand always-on outcomes measurement
Fox is scaling iSpot’s outcome measurement across its ad business, correlating exposures to sales activity for advertisers. It signals TV outcomes measurement moving from pilot to always-on infrastructure at a major broadcaster.
